COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, January 18, 2018 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation Recognizing January 2018 as National Mentoring Month in Comal County.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

3. Discuss and consider approval of the Amendment to Plat of Deer Meadows, Phase Five-A, combining Lots 270 and 271, establishing Lot 270R. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plat of Lake View Park, Unit No. 1, combining Lots 231 and 232, establishing Lot 231R. (Pct. 1)

5. Discuss and consider approval of the Amendment to Plat of Vintage Oaks at the Vineyard, Unit 11, combining Lots 1388 and 1389, establishing Lot 1388R. (Pct. 1)

6. Discuss and consider accepting the dedication of public right-of-way within Vintage Oaks at the Vineyard, Unit 17, accept the public roads into the Comal County Unit Road System, acknowledge completion of storm water drainage improvements, and release Construction Bond #SUR60001381. (Pct. 1)

7. Discuss and consider approval of the Amendment to Plat of Valero Estates, Unit 1, combining Lots 4 and 5, establishing Lot 4R. (Pct. 4)

8. Discuss and consider approval of the Texas Division of Emergency Management (TDEM) Fiscal Year 2018 Emergency Management Performance Grant (EMPG) Application and authorize County Judge to sign.

9. Discuss and consider acceptance of Grant Number 3482401 from the Office of the Governor Rifle-Resistant Body Armor Grant Program.

10. Discuss and consider approval of the following revised job descriptions for positions in the Sheriff's Office:

(A) Telecommunications Operator;

(B) Telecommunications Assistant Supervisor;

(C) Telecommunications Supervisor; and

(D) Terminal Agency Coordinator.

11. Discuss and consider approval of a line-item transfer in Sheriff's Office, FROM: Police Supplies, TO: Non-capital Equipment and Maintenance Agreements to provide funding for the purchase of rowing machines and contracted services.

12. Discuss and consider approval of purchase of printer from Auditor's Office Non-capital equipment funds. No budget amendment is needed.

13. Discuss and consider approval of a line-item transfer in Administrative Costs, FROM: Contingency-Capital & Non-capital Equipment, TO: Land to cover the closing costs on 1297 Church Hill Drive.

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
