COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, February 15, 2018 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

2. Retirement Recognition of Aleta F. Lisk for twenty-one years of service to the Comal County Sheriff's Office and to the citizens of Comal County.

4. Discuss and consider approval of the Amendment to Plat of Vintage Oaks at the Vineyard, Unit 17, combining Lots 1634 and 1635, establishing Lot 1634R. (Pct. 1)

5. Discuss and consider final plat approval of Vintage Oaks at the Vineyard, Unit 19, accept Construction Bond #1154953 as surety for road construction and storm water drainage improvements, and grant variance request. (Pct. 1)

9. Discuss and consider acceptance of Special Warranty Deed granting 0.372 acres from Cemex to Comal County and authorize County Judge to sign.

10. Discuss and consider approval of Special Warranty Deed granting 0.764 acres from Comal County to Cemex and authorize County Judge to sign.

11. Discuss and consider approval of the 2018 Wellness Werks Incentive Program.

12. Discuss and consider approval of Resolution Number 2018-01 - Supporting the Proposed Highlander Senior Village located at the Northwest Quadrant of Johnson Way and FM 1863, TDHCA Application Number 18019.

13. Discuss and consider approval of Resolution Number 2018-02 - Supporting the proposed The Residences at Canyon Lake Development, TDHCA 2018 Low Income Housing Tax Credit Program Application.

Discuss and consider approval of Resolution Number 2018-03 authorizing the submission of a grant application under the General Victim Assistance Direct Services Program through the Office of the Governor in the amount of $101,315.70, to support the salary of a Protective Order Victims Assistance Coordinator (VAC).

15. Discuss and consider approval of Resolution Number 2018-04 authorizing the submission of a grant application under the Violence Against Women Justice & Training Program through the Office of the Governor in the amount of $90,961.49, to support the salary of a Protective Order Prosecutor.

19. Discuss and consider approval of Resolution Number 2018-08 authorizing the submission of a grant application under the Violence Against Women Justice & Training Program through the Office of the Governor in the amount of $78,285.28, to support the salary of a SADV Detective.

20. Discuss and consider approval of Resolution Number 2018-09 authorizing the submission of a grant application under the Justice Assistance Grant (JAG) Program through the Office of the Governor in the amount of $28,475, for the purchase of secure rescue phone negotiation equipment.

23. Discuss and consider approval of RFQ for Solicitation W9126G18T0019 US Army Corp of Engineers FY2018 Contract for Increased Law Enforcement Services at Canyon Lake, Comal County Texas, and authorize County Judge to sign.

24. Discuss and consider acceptance of 2017 Chapter 59 Asset Forfeiture Report for the Sheriff's Office.

25. Discuss and consider approval of the Sheriff's 2017 Equitable Sharing Agreement and Certification and authorize County Judge to sign.

26. Discuss and consider approval of the 2017 Comal County Racial Profiling Report (Compilation and Analysis of Information Collected) for the Comal County Sheriff's Office, pursuant to Article 2.134 of the Texas Code of Criminal Procedure.

27. Discuss and consider approval of the 2017 Comal County Racial Profiling Reports (Compilation and Analysis of Information Collected) for the Comal County Constable's Office Precinct #1, Precinct #2, Precinct #3, and Precinct #4, pursuant to Article 2.134 of the Texas Code of Criminal Procedure.

28. Discuss and consider acceptance of 2017 Chapter 59 Asset Forfeiture Report for Constable Precinct 4.

29. Discuss and consider approval of 2017 Equitable Sharing Agreement and Certification for Constable Precinct #4 and authorize County Judge to sign.

30. Discuss and consider approval of a line-item transfer in Administrative Costs, FROM: Contingency, TO: Alamo Area of Governments, to cover 2018 dues.

31. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
