COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 31, 2018 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

1. Approve Claims.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Update from the Project Team on the Comal County Jail and Sheriff’s Office Renovation Project.

ACTION AGENDA CONTINUED:

2. Discuss and consider acceptance of road construction within Vintage Oaks at the Vineyard, Unit 18, accept the roads into the Comal County Unit Road System, and release the associated surety, Construction Bond #1148702. (Pct. 1)

3. Discuss and consider approval of the Amendment to Plat of Canyon Lake Forest, Unit No. 2, combining Lots 906 and 907, establishing Lot 906R. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plat of Canyon Lake Hills, Unit No.1, combining Lots 642 and 643, establishing Lot 642R. (Pct. 1)

5. Discuss and consider acceptance of Amendment No. 2 to Irrevocable Standby Letter of Credit No. FTFC-16195 for the one-year extension of surety to complete road construction and drainage improvements within Johnson Ranch North, Unit 6, and authorize County Judge to sign the associated Agreement Between Developer and Comal County; or direct County Engineer to take appropriate action. (Pct. 2)

6. Discuss and consider acknowledgment of proper construction of private roads and drainage improvements within Johnson Ranch North, Unit 7, and release the associated surety, Irrevocable Standby Letter of Credit No. FTFC-16194. (Pct. 2)

7. Discuss and consider approval of release of Construction Bond #1229447 for Lots 1030RA, 1030RB, and 1030RC of Mystic Shores, Unit Six. (Pct. 4)

8. Discuss and consider approval of the Amendment to Plat of Mystic Shores, Unit Twenty, combining Lots 2188 and 2189, establishing Lot 2188R. (Pct. 4)

9. Discuss and consider approval of the Amendment to Plat of Rebecca Creek Park, Revised First Filing, combining Lots 33 and 34 of Block 16, establishing Lot 33R. (Pct. 4)

10. Discuss and consider approval of the Amendment to Plat of The Springs at Rebecca Creek, Section 2, combining Lots 31 and 32, establishing Lot 31R. (Pct. 4)

11. Discuss and consider approval of Resolution #2018-17 - Authorizing the Purchase of Real Property.

12. Discuss and consider approval of Texas Historical Commission FY 2018 Certified Local Government Grant Contract TX-18-024 and authorize County Judge to sign.

13. Discuss and consider approval of the Department of State Health Services Contract No. HHS000119700005 under the Immunization Locals Grant Program for the Comal County Public Health Department in the amount of $207,475, and authorize County Judge to sign via DocuSign.

14. Discuss and consider authorizing the Sheriff to fill the Jail Administrator (E13) position at $95,193.02. No budget amendment necessary.

15. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
