COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, June 07, 2018 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

2. Discuss and consider approval of release of Construction Bond #1229447 for Lots 1030RA, 1030RB, and 1030RC of Mystic Shores, Unit Six. (Pct. 4)

3. Discuss and consider approval of Agreement with SpawGlass for Construction Manager-at-Risk for the Landa/Annex Buildings Renovation Project and authorize County Judge to sign.

4. Discuss and consider approval of the Department of Health and Human Services Enterprise Data Use Agreement for the County Clerk's Office, and authorize County Judge to sign.

5. Discuss and consider approval of purchase of Poll Pad Software, iPads, and equipment for the Comal County Elections Center.

6. Discuss and consider approval of the Microsoft Volume Licensing Enterprise Enrollment for 2016 Office Professional Plus and authorize County Judge to sign.

7. Discuss and consider approval of Amendment No. 01 to Department of State Health Services Contract No. 537-18-0169-00001 under the Public Health Emergency Preparedness Cooperative Agreement Grant Program for the Comal County Health Department, and authorize County Judge to sign via DocuSign.

8. Discuss and consider approval of an Order Restricting Outdoor Burning in the unincorporated areas of Comal County.

9. Discuss and consider approval of 30 day extension for filing the 2017 Audit Report for the following Emergency Service Districts pursuant to Health and Safety Code Sec. 775.082:

(A) Comal County Emergency Services District #1; and

(B) Comal County Emergency Services District #4.

10. Discuss and consider authorizing the Sheriff to fill (1) Deputy Sheriff (LE9) position at $50,440.00 (LE9-6). No budget amendment necessary.

11. Discuss and consider approval of a line-item transfer in Elections, FROM: Computer Components & Software, TO: Copier Lease & Maintenance to cover the additional costs for an upgraded copier.

12. Discuss and consider approval of a line item transfer in Administrative Costs, FROM: Contingency-Capital and Non-capital Equipment, TO: Land to cover costs associated with the purchase of Cougar Bend lots approved on May 31, 2018.

13. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
