COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, July 12, 2018 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

2. Discuss and consider approval of the Amendment to Plat of Canyon Lake Hills, Unit No. 4, combining Lots 1743, 1744, and 1745, establishing Lot 1743R. (Pct. 1)

3. Discuss and consider final approval of the Amending Plat of Mystic Shores, Unit One, amending Lots 87, 88, and 89, establishing Lots 87AP and 89AP. (Pct. 4)

4. Discuss and consider approval of the following Project Agreements by and between:

(A) Bulverde Youth Soccer Association and Comal County regarding improvements at Jumbo Evans Sports Park;

(B) Spring Branch Tennis Association/Spring Branch Youth Football Association and Comal County regarding improvements at Jumbo Evans Sports Park;

(C) Canyon Lake Little League and Comal County regarding improvements at Hidden Valley Sports Park;

(D) Canyon Lake Football Association and Comal County regarding improvements at Hidden Valley Sports Park; and

(E) Canyon Lake Youth Soccer Club and Comal County regarding improvements at Hidden Valley Sports Park and authorize County Judge to sign.

5. Discuss and consider approval of Interlocal Agreement by and between Comal County, Texas, and Meyer Ranch Municipal Utility District of Comal County for Tax Assessing and Collecting Services, and authorize County Judge to sign.

6. Discuss and consider acceptance of the filing of Continuing Education Transcript of completion by Cathy C. Talcott, Comal County Tax Assessor-Collector, in accordance with Tax Code Section 6.231(d).

7. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – June 2018.

8. Discuss and consider approval of the Texas Association of Counties Health and Employee Benefits Pool 2018-2019 Renewal Notice and Benefit Confirmation, ASO and Stop Loss Exhibit effective 10/01/18 and authorize County Judge to sign.

9. Discuss and consider approval of Allstate Major Medical Complement Coverage, Group Voluntary Accident, Group Voluntary Critical Illness, and Group Voluntary Cancer policies effective 10/01/18.

10. Discuss and consider approval of Guardian Voluntary Dental, Voluntary Vision, and Voluntary Life Insurance renewal plans effective 10/01/18.

11. Discuss and consider approval of Contract for Employee Assistance Program (EAP) Provided by Interface EAP for the 2018-2019 plan year and authorize County Judge to sign.

12. Discuss and consider approval of Unum Insurance employee-paid supplemental long term disability policy effective 10/01/18.

13. Discuss and consider approval of employee-paid Legal Shield and Identity Theft Shield supplemental benefit renewal effective 10/01/18.

14. Discuss and consider approval of Interlocal Agreement with Hill Country MHDED Centers for providing psychiatric services for the Comal County Jail, and authorize County Judge to sign.

15. Present and consider for award Bid 2018-4410 Seal Coat - Multiple County Roads and authorize Purchasing Director to execute all related documents.

16. Discuss and consider approval of a line-item transfer FROM: Facilities Maintenance - Pest Control Services, TO: Information Technology-Non-capital Equipment to provide funds for the purchase of Dell Field Notebook for facilities maintenance.

17. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
