COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, September 13, 2018 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Update on recent meetings of the Alamo Area Metropolitan Planning Organization Transportation Policy Board and Technical Advisory Committee.

2. Discuss and consider approval of the Amendment to Plat of Canyon Lake Forest, Unit No. 3, combining Lots 1197 and 1198, establishing Lot 1197R. (Pct. 1)

3. Discuss and consider approval of the Amendment to Plat of Vintage Oaks at the Vineyard, Unit 12, combining Lots 1462 and 1463, establishing Lot 1462R. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plat of Cypress Cove, Section One, combining Lots 90 and 91, establishing Lot 90R. (Pct. 4)

5. Discuss and consider approval of the Amendment to Plat of Cypress Cove, Section One, combining Lots 92 and 93, establishing Lot 92R. (Pct. 4)

6. Discuss and consider approval of the Tax Assessor-Collector’s Monthly Collection Report – August 2018.

7. CONSIDERATION AND APPROVAL OF A RESOLUTION OF COMAL COUNTY, TEXAS, APPROVING THE FORM AND AUTHORIZING THE DISTRIBUTION OF A PRELIMINARY OFFICIAL STATEMENT FOR THE COMAL COUNTY, TEXAS, SPECIAL ASSESSMENT REVENUE BONDS, SERIES 2018 (THE GROVE PUBLIC IMPROVEMENT DISTRICT); AND RESOLVING OTHER MATTERS INCIDENT AND RELATED THERETO.

8. Discuss and consider approval of the submission of the Department of State Health Services, Hurricane Crisis Cooperative grant application for the Comal County Health Department in the amount of $34,085, to enhance immunization capacity during disaster response and authorize County Judge to sign.

9. Discuss and consider approval of a line item transfer in Administrative Costs, FROM: Contingency, TO: Information Technology - Computer Supplies to provide funding for the purchase and replacement of 317 monitors in order to meet hardware requirements for Odyssey software upgrade.

10. Discuss and consider ratifying the property tax increase reflected in the 2019 budget.

11. Discuss and consider approval of Order #416 setting the 2018 Tax Rate for Comal County and move that the property tax rate will be increased by the adoption of a tax rate of $.357921.

12. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
