COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, October 18, 2018 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing October 15-19, 2018 as Chamber of Commerce Week in Comal County.

3. Proclamation recognizing October 23-31, 2018 as Red Ribbon Week in Comal County.

4. Proclamation recognizing Jacobs Creek School Teacherage as a Texas Historical Commission Recorded Texas Historical Landmark.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Presentation by the Comal County AgriLife Extension Office naming the winner of the best team name for the 2018 Fall "Walk Around Comal County".

3. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

5. Discuss and consider approval of the Amendment to Plat of Cypress Cove, Section One, combining Lots 22 and 23, establishing Lot 22R. (Pct.4)

6. Discuss and consider approval of HDR Architecture, Inc.’s “Construction Documents for the Landa Building Renovation” pursuant to the Architectural Services Agreement between Comal County and HDR Architecture, Inc. for the Landa Building/Annex Buildings Renovation project.

7. Discuss and consider approval of Kofile Technologies Amendment No. 2 to Preservation of the Records Archive Plan (Revised Phase II) via TXMAS Contract No. TXMAS-18-3602, and authorize County Judge to sign.

8. Discuss and consider approval of Memorandum of Understanding between Comal County Law Library and Comal County Pertaining to Information Technology Services, and authorize County Judge to sign.

9. Discuss and consider approval of Fiscal Year 2019 Certified Local Government Subgrant between Comal County and the Texas Historical Commission, and authorize County Judge to sign.

10. Discuss and consider approval of grant award (#3273202) from the Office of the Governor - Criminal Justice Division to fund a Protective Order Victims Assistance Coordinator and authorize County Judge to sign (electronic signature).

11. Discuss and consider approval of grant award (#3558101) from the Office of the Governor - Criminal Justice Division to fund a Crime Victim Liaison (CVL) and authorize County Judge to sign (electronic signature).

12. Present and consider award of Bid 2018-4420 - Comal County Engineer's Office Generator Replacement and authorize Purchasing Director take action and execute all related documents.

13. Present responses received to RFP 2018-3350 - Food for the Comal County Jail Facility and authorize Purchasing Director to take action and execute all related documents.

14. Discuss and consider approval of a line item transfer in Administrative Costs, FROM: Contingency - Professional Services and Contingency, TO: County Court at Law #1 - Public Defenders/Attorney Fees to provide funding for 2018 costs.

15. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
