Question to Ask When Moving into a New Area by Jack Dawson Before moving to our beautiful area, if your buying or building, you need to know about attractions, opportunities, old and new developments, and local government regulatory requirements. Rules and Regulations are enacted to protect
the residents and future residents, not to cause hardships or be a hindrance. General topics new residents should become knowledgeable of are; Local taxing structure; School District County Fire and EMS Districts Groundwater District Homestead and other exemptions. Environment Enforcement Abatement Order; Basically, the residents protection from neighborhood deterioration and health hazards. Animal Control Order; Know the leash laws and confinement responsibilities Annual licensing procedures for pets Vaccinations and Rabies control General nuisances. Burn Ban Orders; During periods of drought, know limitations on outside burning and use of fireworks. Rural Recycling; Location for drop-offs and times Citizens’ free use of mulch. The purchasing of an existing home, buying a tract of land for future retirement or development or having a new home built; one should ask the following questions: Is the area a county; Approved subdivision? Is the area subject to flooding and may require Flood Plain Permitting? If the development/subdivision was approved prior to April 18, 200l, then location may be subject to drainage flooding? Is the location on a private road? Private roads are identified with brown street signs with white lettering. These roads/streets are not maintained by the county and the homeowners are responsible for the repair and maintenance. County maintained roads are identified with green signs with white lettering. When building; Comal County does not have building codes nor zoning authority. However, the county does require a driveway permit, O.S.S.F. (septic tank) permit/inspection and water well drilling site permit. In the approved development/subdivision, a minimum building-set back is required by the county. Deed Restrictions; The county does not enforce deed restrictions, this is a civil contract between the developer, homeowners association or individual. These can affect your intentions and should be respected. Comal County has been recognized in the State of Texas as the most pro-active in regard to developing a Growth Management Package. The population is coming to Comal County – We cannot stop it nor can we control it; however, we can be ready and manage all the aspects of growth.
