Welcome to the Comal County Purchasing Office.

Thank you for your desire to do business with Comal County.  The Purchasing Office provides procurement services for the Comal County departments and offices.

Comal County has a centralized purchasing operation, which requires the release of purchase orders prior to the delivery of supplies or services over $25.00. The County is not responsible for verbal orders placed by employees outside the Purchasing Department.

We wish to invite all businesses to participate in the bidding/proposal process.  The County procures supplies & services in several ways.

                1)     Verbal or written quotes for items over $1000.00

            2)     Formal Bids or Proposals for items over $50,000.00 as required by Local Government Code, Section 262.

            3)     State contracts and cooperative purchasing agreements. These contracts and agreements meet formal bidding requirements as outlined in the Local Government Code,  Sections 262 & 271.

Mission- The Comal County Purchasing Agent has a twofold mission:

  • To work in concert with the County Auditor as part of the system of checks and balances to ensure the proper expenditure of taxpayer's dollars.
  • To develop policies and procedures to ensure proper, prompt and responsive purchase of all supplies, materials, equipment and services required or used, and to contract for all repairs to property used by the County or employees of the County, and to implement such policies and procedures in the operation of the Purchasing Office.
