Gov. Perry Names De
Noyelles Presiding Officer Of Commission on State Emergency
Communications
Also Appoints Three Members to Commission

AUSTIN – Gov. Rick Perry has named John L. De Noyelles of
Flint presiding officer of the Commission on State Emergency
Communications for a term to expire at the pleasure of the
governor. He also appointed three members to the commission,
which helps cities, counties, and emergency communication
districts implement and maintain enhanced 9-1-1 emergency
communications and poison control center services throughout
the state. |

De Noyelles is a retired vice
president of the Greater East Texas Certified
Development Corp. and IBM Corp. He is a past board
member of the Smith County Airport, and member of the
Smith County Emergency Planning Committee and Smith
County Appraisal District. He is also a past group
commander of the Civil Air Patrol. De Noyelles received
a bachelor’s degree from the University of North Texas.
He replaces Dorothy Morgan of Brenham.
David Levy of Archer City is mayor of Archer City and an
attorney in private practice. He is a member of the
State Bar of Texas and State Bar of Pennsylvania, and
formerly worked with the United Nations Commission on
International Trade Law in Vienna, Austria. Levy
received a bachelor’s degree from Texas Wesleyan
College, a law degree from Southern Methodist
University, and a graduate law degree from Georgetown
University Law Center. He replaces H.T. Wright of
Lockhart for a term to expire Sept. 1, 2013.
Steve Mitchell of Richardson is a business systems
analyst for Thomson Reuters and mayor of the city of
Richardson. He is a member of the Dallas Regional
Mobility Coalition and Metroplex Mayors Association, and
a past member of the Richardson City Plan Commission and
Sign Control Board. He is also a board member of the
Richardson YMCA. Mitchell received a bachelor’s degree
and a master’s degree in accounting from the University
of North Texas. He replaces Gerardo M. Garcia of Corpus
Christi for a term to expire Sept. 1, 2011.
Gregory Parker of New Braunfels is a Comal County
commissioner. He is a member of the Society of Public
Administration, Texas Association of Counties and the
National Center for Public Policy Research. He is also
president of the Children’s Advocacy Center of Comal
County, board member of the Alamo Area Housing Finance
Corp., and past member of the Alamo Area Council of
Governments Public Transportation Advisory Committee and
New Braunfels Chamber of Commerce. Parker served in the
U.S. Army. He received a bachelor’s degree from Columbia
Southern University and a master’s in public
administration from Walden University. He replaces
Dorothy Marie Morgan of Brenham for a term to expire
Sept. 1, 2011.
